The Opportunity

This role is central to managing the policy implications of a large-scale institutional reform. Your primary accountability will be to identify and update institutional learning policy in response to current organisational changes.

Key Contributions

You will be responsible for high-impact deliverables, ensuring the successful transition to the new framework:

• Lead efforts in defining complex policy problems, drafting new policy documents, and developing proposed policy pathways for executive approval.
• Act as the Subject Matter Expert (SME), providing authoritative policy guidance related to organisational training, education, and enabling mechanisms.
• Support the organisational transition by implementing a detailed transition plan to achieve a steady state for institutional learning frameworks and doctrine.
• Develop and execute communication plans essential for engaging senior stakeholders and supporting effective, informed decision-making.

What You Bring

We are looking for a candidate with proven expertise and high-level analytical capabilities:

• Proven experience in a policy-related position, specifically in a government setting, with a strong track record of writing policy and preparing sound policy advice and regulatory analysis.
• Exceptional analytical, strategic, and critical thinking skills are essential.
• Requires excellent oral communication and the sophisticated ability to simplify and articulate complex ideas to diverse audiences.
• Necessary familiarity with governance and project generation processes within a large organisation, coupled with experience navigating legislative change environments.
• The role is located in Wellington or Manawatu and reports directly to the Capability Integration Lead (CIL).
• Must successfully obtain and maintain a Confidential security clearance.
