Key Deliverables
For the 6-month period, you will be responsible for:
Completing the design and documentation for a specific set of operational policies/processes related to a key initiative (e.g., funding or attendance).
Documentation confirming that all new operational designs are fully compliant with relevant legislation and regulations.
Key Responsibilities
The successful contractor will be expected to:
Translate complex policy intent into simple, clear, and actionable operational policies, procedures, and guidance.
Use service design and business process modelling techniques to visualise and prototype new operational processes and services that implement the policy.
Proactively engage with diverse internal (e.g., legal, IT, regional) and external stakeholders (e.g., sector representatives) to co-design and validate operational solutions.
Actively apply a lens of Te Tiriti o Waitangi and equity in the design of services and operational policies to ensure equitable outcomes for all users.
Required Skills and Experience
Proven, recent, and strong experience in government policy development and/or operational policy design (preferably within the NZ Public Service).
Demonstrated ability to develop policy/operational procedures that are clearly aligned to regulatory and legislative requirements.
Experience working effectively within a project or Agile delivery environment for the rapid development of solutions.
Exceptional written communication for drafting definitive operational policy documents and user guidance.
Strong analytical and critical thinking skills to manage complex, ambiguous policy problems and develop pragmatic, implementable solutions.
Proven ability to build effective, credible relationships with senior leaders, subject matter experts, and operational staff.
