Programme Manager - Contract role
Our client is looking to hire a Programme Manager who will be responsible for establishing a Programme to define its long-term approach to devolution and decentralisation. This will be a Wellington-based contract role till June 2027.
Key Deliverables
- Define what devolution and decentralisation mean for the organisation’s context and establish a clear organisational position and direction of travel.
- Develop a long-term strategic roadmap outlining functions, services, resources and decision-making.
- Assess existing devolution, decentralisation and partner-led activity across the organisation and identify opportunities for alignment and future investment.
- Undertake extensive engagement with external and internal stakeholders to understand aspirations, opportunities, risks and readiness for change.
- Identify the policy, legal, funding, governance, operating model and accountability implications associated with greater devolution of services and decision-making.
- Develop options, recommendations and investment pathways to support future implementation and scaling.
- Produce a business case and supporting recommendations for executive consideration and future investment decisions.
